Procurement Unit

The Procurement Unit endeavors to support the operations of the MFDP through the provision of goods works and services as required by various user departments. The Unit strives to maximize on the benefits derived, value and the efficiency of public spending, and helps the MFDP designs and executes spending plans. Also, the Unit is responsible for the overall management of all procurement related activities as approved by the Public Procurement & Concession Commission Act of 2010, as well as the preparation of MFDP’s Procurement Plan, procurement reports and procurement execution. The unit is headed by a Director and assistant Director along with host of technicians who help to drive the activities of the unit. Below are some key reports produced by the PU:a. Information and Communications Technology Unit

The Information Communication Technology Unit manages and oversees the operation of the MFDP’s ICT infrastructure and services, consistent with the strategic and operational objectives of the Ministry. It ensures the implementation of the MFDP’s IT Policy and manages the activities of the Information Technology Division, including specialized information technology development and maintenance of the Ministry’s technology-based information system. The unit is headed by a Director and supported by an assistant Director. Some of the key report produced by the unit include the followings:

Human Resource unit

The Human Resource Unit is responsible for human resource management, organization development, strategic and operation planning, as well as maintaining and sustaining positive work culture in the Ministry of Finance and Development Planning. Also, other functions of the Unit include but not limited to performing recruitment and selection, jobs and positions classification, equal employment opportunity, performance management, as well as staff development, employee welfare, payroll compensation and benefits amongst others. The Unit is headed by a Director and assisted by two (2) Assistant Directors; one for HR Services and the other for Training. Some of the keys report produced by the unit include the followings:

Communication & External Affairs Unit

The Communication Unit is an information and communication management hub of the MFDP. Such management process, among others, includes the production of press releases, website content management, outreach coordination and protocol management. It is also technically responsible to lead the development and implementation of the ministry’s communications strategy, as well as media policies, procedures and system. The Unit is headed by a Director who is assisted by an Assistant Director and host of other professionals in running its affairs. Administration Unit

The Administration Unit is a blend of three (3) core sub-units (Security Unit, Storeroom, & Transport Unit), with the collective responsibility to ensure the security and safety of persons and assets of the MFDP; to facilitate a healthy and conducive working environment; to provide clerical and technical logistical services; and to convey critical personnel and logistics. The Unit is headed by a Director and supported by three (3) Assistant Directors along with technicians to augment the functions of the Unit. Below are some key reports produced by the Unit:a. Internal Program Coordination Unit

The Internal Program Coordination Unit (IPCU) is responsible to coordinate, monitor, evaluate and report on all internal programs, projects and activities of the Ministry of Finance and Development Planning. Also, as a “think-tank” it helps in the design and drafting of training proposals as well as formulation of policies instruments. The Unit is headed by a Director and supported by an Assistant Director along with an array of technicians in executing the office daily tasks. The Budget & Finance Unit is responsible to facilitate the effective and efficient allocation and utilization of financial resources in accordance with fiscally sound principles that supports the MFDP Strategic Planning and decision making processes. Office of The Assistant Minister for Administration

The Office of the Assistant Minister provides outstanding operational, technical and administrative support to the DMA. The AMA also supervises and manages the workforce, as well as puts in place a work culture and ethics that promote cordiality, harmony, mutual respect, and institutional cohesion that boost employees’ morale. Currently, Hon. Patience Kollie-Lawson serves as Assistant Minister for Administration.

Professional Profile of Hon. LawsonHon. Lawson is an Administrator and Human Resource Practitioner with more than 12 years of experience in the private sector. She serves as the Assistant Minister for Administration at the Ministry of Finance and Development Planning where she serves as the lead technician responsible for ensuring the formulation and implementation of administrative policies and guidelines on the management of human and physical resources of the Ministry, as well as supervising services relating to internal cash management, personnel administration, procurement, maintenance of the Ministry’s assets, corresponding reporting systems and security.

As an Administrator, she brings to the public sector a wealth of experience in organizational management and administration, payroll administration, benefits administration, employee recruitment and retention, human resource systems and applications. Over the span of her career, she has worked with several organizations where she positively influenced workplace relationships that led to the implementation of policies and strategies that strengthened organizations employee welfare and growth. Her experience with organizations like Arcelor Mittal Liberia, Buchanan Renewables, MonuRent Equipment and Financial Intelligence Unit (FIU) of Liberia, enabled her to serve as a connecting link between senior management and employees which led to the motivation of the workforce that helped realize the goals of those organizations.

A graduate of Cuttington University, Suakoko, Bong County, Mrs. Lawson holds a Bachelor of Arts Degree in Public Administration with an emphasis in Management (2005). She also earned a Diploma in Human Resource and Performance Management from the Liberia Institute of Public Administration (LIPA), a Diploma in Public Sector Management Reform from the Africa Management Development and Training Institute (AMDTI), South Africa and several certificates of trainings in customer service, management outsourcing, organizational management, health and safety.

Function

The Department of Administration is responsible to manage and coordinate the implementation of internal and external administrative policies and activities, while upholding high standards for customer service delivery and efficiency to achieve organizational goals.

The Department of Administration is headed by a Deputy Minister and assisted by an Assistant Minister. The Department is divided into seven (7) Units that help in carrying out the following functions describe below:

Profile of the Deputy Minister for Administration

Hon. Rebecca Y. McGill, was confirmed by the Liberian Senate on March 8, 2018, as Deputy Minister for Administration, Ministry of Finance and Development Planning (MFDP). Her core functions at MFDP range from internal cash management, human resource, general services, and internal security supervision, asset control and distribution, procurement administration, custodianship of all physical and electronic record systems,

In addition to her core functions, Hon. McGill is responsible for the formulation, management, coordination and implementation of administrative policies and activities. In furtherance of her administrative responsibilities, the Deputy Minister for Administration, establishes and provides standards for service delivery and efficiency towards the attainment of the Ministry overall organizational goals. To effectively implement her duties, the Deputy Minister exercises oversight  over seven (8) unit ranging from Administration, Budget and Finance, Communication and External Affairs, Human Resources, Information and Communication Technology, Internal Program Coordination Unit, Maintenance unit, and Procurement. These units assist Hon. McGill in carrying out collection, analysis, recordation and reporting on relevant financial data for the purpose of informing the Ministry’s internal policies. Other responsibilities include,   standardization of accounting services, development of the Ministry’s annual budget, and payment of salaries/wages and benefits.

Experience

 Prior to her appointment and confirmation as Deputy Minister for Administration, Ministry of Finance and Development Planning (MFDP), Minister McGill served the Liberia Telecommunications Cooperation (LTC), as Accounts Reconciliation Manager, Acting Supervisor for Billing and Collections, and Account assistant. These positions entailed the design of strategies for the collection of all cooperate receivables, supervision of staff assigned with the accounts office, maintenance of records for the effectuation of receivables, monthly reconciliation of cooperate accounts in banks with Cashbooks, management of fixed assets and petty cash accounts, preparation of customers invoices, maintenance of fixed assets inventory records, and custodianship. Hon. McGill has over 25 years of work experience both in the private and public sectors.
