Finance Ministry Debunks Claims of Corruption in Budget Management System Contract; Commits to Transparency and Fiscal Probity

Monrovia, Liberia -TThe Ministry of Finance and Development Planning officially rejects reports by Spoon FM that the contractual agreement between the Ministry and RoviaGate Technology, LLC, represented by Co-Founder and Chief Executive Officer, Mr. Oliver Wleh Klark, Jr. was influenced by " kickbacks" received by officials of the Ministry.

The contract included the annual update and implementation of the budget management system for Fiscal Year 2024.

RoviaGate Technology, LLC is a 100 percent Liberian-owned core integrated solution information technology (ICT) firm duly registered under the laws of the Republic of Liberia. The Ministry unequivocally states that the contract for the execution of the project was in strict adherence to the regulations of the Public Procurement and Concession Act of 2010.

The Finance Ministry discloses that the project had three options. According to the project document, the first option proposed that “the estimated cost for this project is US $220,000.00 (two hundred and twenty thousand USD) with an expected turnaround time of two (2) weeks after receipt of payment.” However, under the second option, the company put the estimated cost of the project at $200,000.00 (two hundred thousand USD) with an estimated turnaround time of four (4) weeks after receipt of payment.

The third option states that “the estimated cost for this project is US $180,000.00 (one hundred and eighty thousand USD) with an expected turnaround time of eight (8) weeks after receipt of payment.”

The justification for selecting the second option of $200,000.00 (two hundred thousand United States dollars) was based on the four-week (4) turnaround period provided by the vendor and the pressing need to resubmit the draft budget to the legislature, as well as to facilitate the configuration, upgrade, and maintenance services for the Budget Management System to produce the Budget Book for Budget Fiscal Year 2024 (January 1, 2024–December 31, 2024).

Profile of the Deputy Minister for Economic Management

Mr. Dehpue Y. Zuo: Deputy Minister for Economic Management, Ministry of Finance and Development Planning. Prior to his appointment, he directed the National Telecommunication Information and Administration (NTIA) at the Tohono O’odham Community College in Arizona, USA. Formerly Co-founder and Executive Director of Partnership for Sustainable Development in Liberia (PSDL), a non-governmental institution focused on macroeconomic policy, development policy and planning, and the domestication and implementation of Sustainable Development Goals (SDGs) interventions in Liberia.

He served as Deputy Minister for International Cooperation and Economic Integration, and Assistant Minister for International Cooperation and Economic Affairs, Ministry of Foreign Affairs of the Republic of Liberia respectively. Macroeconomist/Policy Analyst with the Liberia Macroeconomic Policy Analysis Capacity Building Project (LIMPAC), Ministry of Planning and Economic Affairs and served on the Board of Trustees of two colleges in the Republic of Liberia - Liberia International Christian College and Nimba County University.

Mr. Zuo is a development practitioner, with interest in economic and social development policy research and analysis. He has worked on several economic development policy documents in Liberia. He holds Master of Science degrees in Applied Economics (2022) and Economic Development (2007) respectively, from the Southern New Hampshire University, New Hampshire in the United States of America (USA). He also obtained Master of Arts degree (2005) in Community Development from North Park University, Illinois, USA. He did his Bachelor of Science in Economics (2001) at the University of Liberia. Mr. Zuo is married with six children and two grandchildren.

Monrovia, Liberia - A groundbreaking move to propel economic growth and development, the Government of Liberia has joined forces with the African Development Bank (AfDB) to embark on the monumental construction of the long-awaited Coastal Highway. This crucial infrastructure project aims to address the persistent road challenges faced by the southeast region of Liberia, an issue that has plagued its citizens for over two hundred years.The AfDB delegation comprising Mr. Rufus Darkortey, Executive Director of the Bank, Dr. Benedict Kanu, Country Manager of the Bank in Liberia, and Jean-Noel Ilboudo held a pivotal meeting with Hon. Samuel D. Tweah, Jr., Minister of Finance and Development Planning, and Hon. Ruth Coker-Collins, Minister of Public Works, on Tuesday, July 11, 2023 at the Finance Ministry to discuss the implementation of this transformative endeavor, scheduled to commence in 2023. The first phase, known as LOT I, will encompass the construction of a 56-kilometer stretch from Buchanan, Grand Bassa County to the junction in Cestos, Rivercess County. This significant segment of the Coastal Highway project carries an estimated cost of $54 million, a testament to the commitment of both the Liberian government and the AfDB to fuel sustainable development. The entire corridor is about 444km long and estimated at $430 million. Recognizing the Coastal Highway as a top priority initiative, the Government of Liberia has underscored its potential to drive economic growth and enhance crucial infrastructure networks across the nation. By linking the southeast region to vital economic centers and promoting regional integration with the Cote d'Ivoire, this project has the power to usher in a new era of progress and prosperity for Liberia. Minister Tweah and Minister Coker-Collins expressed their enthusiasm for the unwavering support of Dr. Akiwumi A. Adesina, the President of the African Development Bank, in facilitating the construction of this transformative corridor. GoL, World Bank Sign US$65 million for Resilient Recovery Stand-Alone Development Policy Financing

Monrovia, Liberia - The Government of Liberia and the World Bank have signed a US$ 65 million loan for Resilient Recovery Stand-Alone Development Policy Financing.

According to the Agreement, the program is aimed at supporting the Government of Liberia's efforts to promote resilient recovery through the two pillars of: (i) laying the institutional and policy foundations in selected growth-supporting and resilience-enhancing sectors; and (ii) promoting transparency and accountability in the public sector.

Furthermore, the reforms under the first pillar seek to improve resilience to shocks and conditions for inclusive growth through the development of an effective mechanism to manage food reserve stocks to strengthen food crisis preparedness planning, bolstering of domestic revenue mobilization, and improvements in the road sector efficiency and governance and the quality of land administration systems. The second pillar seeks to promote transparency and accountability in the public sector, with a focus on improving debt transparency and strengthening the country's procurement systems and anti-corruption framework.

Additionally, the operation will also support efforts aimed at addressing debt vulnerabilities under the sustainable development finance policy.

Liberia's Minister of Finance and Development Planning, Hon. Samuel D. Tweah, Jr, signed on behalf of the Government of Liberia, while World Bank's Country Director for Ghana, Liberia and Sierra Leone, Dr. Pierre Laporte, signed on behalf of the Bank.

As part of efforts to boost tax revenue and enhance transparency, accountability and development across the fifteen counties, the Government of Liberia through the Ministry of Finance and Development Planning in collaboration with the Liberia Revenue Authority held a VAT pre Launch 3rd Stakeholder Engagement Dialogue at the Mamba Point, Hotel in Monrovia with theme: "Paving the Way for a Smooth VAT Implementation".

Speaking at the opening Assistant Minister for Revenue Tax Policy at the Ministry of Finance and Development Planning, Hon. Ojuku Nyenpan, said the

VAT stakeholder Engagement Dialogue is part of ongoing Value Added Tax (VAT) pre implementation activities that are being undertaken by the Government of Liberia.

" This Dialogue series is part of the VAT pre Implementation and roll out plan and it aims to engage the various stakeholders within the process". He added

Minister Nyenpan thanked USAID for funding the dialogue. He said the dialogue provides a platform for stakeholders to ask questions, raise issues and concerns important to them and support the Ministry of Finance and Development Planning, LIberia Revenue Authority and relevant Government of Liberia Authorities in their plans to improve tax policy and administration outcomes of Liberia.

Monrovia, Liberia - The Ministry of Finance and Development Planning through the Department of Budget has officially launched the Department of Budget & Development Planning Technical and Training room at the Ministry.

Speaking at the official launch of the DBDP training room, on Tuesday, September 7, 2021, Deputy Minister for Budget and Development Planning, Hon. Tanneh G. Brunson urged staff of MFDP, especially the Department of Budget and Development Planning, to see the training room as a learning environment that staff can learn from each other. “The DBDP Training and Technical room programme is a hands- on skills development course designed to improve analytical and excel skills”, she added.The budget minister added that the training also will incorporate spending entities to enhance their capacities for preparing, executing and reporting on the budget and for effective plan development including projects, M&E and Performance reporting.She explained that some of the training initiatives will include collaboration with LIPA to enhance capacities across Government.Hon Brunson commended the Swedish Embassy for their support to the training committee through the ODI – BSI Advisor.She praised the spirit of collaboration and support from across Departments within MFDP and thanked the Training Committee, for transforming her vision that created this program that has flourished to become a reality. Minister Brunson thanked her team for the high momentum in achieving “this milestone” as Department of Budget and Development Planning.The Department of Budget and Development Planning internal training program started a year ago. The vision was geared towards providing internal surge capacity to staffers of the department in the wake of contending resource constraint, which inhibits the department to fully orientate and capacitate its staffs to internal processes, tools and knowledge towards engendering work efficiency within the department.The Program had in attendance representatives of the Swedish Embassy, USAID, Directors and Staffers of the Ministry of Finance and Development Planning.

Financial Reporting Training for 65 Government Comptrollers, Accountants

Monrovia, Liberia -  A financial reporting training aimed at strengthening the capacities of comptrollers and accountants of government agencies got underway Wednesday, May 12, 2021, in Buchanan, Grand Bassa County.

Over 65 comptrollers and accountants from various agencies of government attend the three days capacity building training.

It is being organized by the Comptrollers and Accountants General Department at the Ministry of Finance and Development Planning, and under the theme: “Using the IFMIS free balance Platform to Generate Reports and Prepare Financial Statements”.

Making remarks at the opening session, the Director for Technical Services within the comptrollers and accountant general department, Dede D. Sandman said the issue of financial reporting has been regular activities at the ministry of finance through the comptrollers and accountant general office.

He said under the new PFMU amendment and restated law signed into handbill by the President in October 2019, mandates the comptroller and accounting department to request for timely financial reports from all accountants and comptrollers across ministries and agencies.
