Monrovia, Liberia - A groundbreaking move to propel economic growth and development, the Government of Liberia has joined forces with the African Development Bank (AfDB) to embark on the monumental construction of the long-awaited Coastal Highway. This crucial infrastructure project aims to address the persistent road challenges faced by the southeast region of Liberia, an issue that has plagued its citizens for over two hundred years.The AfDB delegation comprising Mr. Rufus Darkortey, Executive Director of the Bank, Dr. Benedict Kanu, Country Manager of the Bank in Liberia, and Jean-Noel Ilboudo held a pivotal meeting with Hon. Samuel D. Tweah, Jr., Minister of Finance and Development Planning, and Hon. Ruth Coker-Collins, Minister of Public Works, on Tuesday, July 11, 2023 at the Finance Ministry to discuss the implementation of this transformative endeavor, scheduled to commence in 2023. The first phase, known as LOT I, will encompass the construction of a 56-kilometer stretch from Buchanan, Grand Bassa County to the junction in Cestos, Rivercess County. This significant segment of the Coastal Highway project carries an estimated cost of $54 million, a testament to the commitment of both the Liberian government and the AfDB to fuel sustainable development. The entire corridor is about 444km long and estimated at $430 million. Recognizing the Coastal Highway as a top priority initiative, the Government of Liberia has underscored its potential to drive economic growth and enhance crucial infrastructure networks across the nation. By linking the southeast region to vital economic centers and promoting regional integration with the Cote d'Ivoire, this project has the power to usher in a new era of progress and prosperity for Liberia. Minister Tweah and Minister Coker-Collins expressed their enthusiasm for the unwavering support of Dr. Akiwumi A. Adesina, the President of the African Development Bank, in facilitating the construction of this transformative corridor. President Weah himself conveyed his sincere appreciation to President Adesina and the entire AfDB for their unwavering commitment to fostering economic development and alleviating poverty throughout the African continent. The construction of the Coastal Highway marks a monumental stride toward creating a more connected and prosperous Liberia. GoL, World Bank Sign US$65 million for Resilient Recovery Stand-Alone Development Policy Financing

Monrovia, Liberia - The Government of Liberia and the World Bank have signed a US$ 65 million loan for Resilient Recovery Stand-Alone Development Policy Financing.

According to the Agreement, the program is aimed at supporting the Government of Liberia's efforts to promote resilient recovery through the two pillars of: (i) laying the institutional and policy foundations in selected growth-supporting and resilience-enhancing sectors; and (ii) promoting transparency and accountability in the public sector.

Furthermore, the reforms under the first pillar seek to improve resilience to shocks and conditions for inclusive growth through the development of an effective mechanism to manage food reserve stocks to strengthen food crisis preparedness planning, bolstering of domestic revenue mobilization, and improvements in the road sector efficiency and governance and the quality of land administration systems. The second pillar seeks to promote transparency and accountability in the public sector, with a focus on improving debt transparency and strengthening the country's procurement systems and anti-corruption framework.

Additionally, the operation will also support efforts aimed at addressing debt vulnerabilities under the sustainable development finance policy.

Liberia's Minister of Finance and Development Planning, Hon. Samuel D. Tweah, Jr, signed on behalf of the Government of Liberia, while World Bank's Country Director for Ghana, Liberia and Sierra Leone, Dr. Pierre Laporte, signed on behalf of the Bank.

MFDP Launches Pre-VAT 3rd Stakeholder Engagement Dialogue

As part of efforts to boost tax revenue and enhance transparency, accountability and development across the fifteen counties, the Government of Liberia through the Ministry of Finance and Development Planning in collaboration with the Liberia Revenue Authority held a VAT pre Launch 3rd Stakeholder Engagement Dialogue at the Mamba Point, Hotel in Monrovia with theme: "Paving the Way for a Smooth VAT Implementation".

Speaking at the opening Assistant Minister for Revenue Tax Policy at the Ministry of Finance and Development Planning, Hon. Ojuku Nyenpan, said the

VAT stakeholder Engagement Dialogue is part of ongoing Value Added Tax (VAT) pre implementation activities that are being undertaken by the Government of Liberia.

" This Dialogue series is part of the VAT pre Implementation and roll out plan and it aims to engage the various stakeholders within the process". He added

Minister Nyenpan thanked USAID for funding the dialogue. He said the dialogue provides a platform for stakeholders to ask questions, raise issues and concerns important to them and support the Ministry of Finance and Development Planning, LIberia Revenue Authority and relevant Government of Liberia Authorities in their plans to improve tax policy and administration outcomes of Liberia.

Monrovia, Liberia - The Ministry of Finance and Development Planning through the Department of Budget has officially launched the Department of Budget & Development Planning Technical and Training room at the Ministry.

Speaking at the official launch of the DBDP training room, on Tuesday, September 7, 2021, Deputy Minister for Budget and Development Planning, Hon. Tanneh G. Brunson urged staff of MFDP, especially the Department of Budget and Development Planning, to see the training room as a learning environment that staff can learn from each other. “The DBDP Training and Technical room programme is a hands- on skills development course designed to improve analytical and excel skills”, she added.The budget minister added that the training also will incorporate spending entities to enhance their capacities for preparing, executing and reporting on the budget and for effective plan development including projects, M&E and Performance reporting.She explained that some of the training initiatives will include collaboration with LIPA to enhance capacities across Government.Hon Brunson commended the Swedish Embassy for their support to the training committee through the ODI – BSI Advisor.She praised the spirit of collaboration and support from across Departments within MFDP and thanked the Training Committee, for transforming her vision that created this program that has flourished to become a reality. Minister Brunson thanked her team for the high momentum in achieving “this milestone” as Department of Budget and Development Planning.The Department of Budget and Development Planning internal training program started a year ago. The vision was geared towards providing internal surge capacity to staffers of the department in the wake of contending resource constraint, which inhibits the department to fully orientate and capacitate its staffs to internal processes, tools and knowledge towards engendering work efficiency within the department.The Program had in attendance representatives of the Swedish Embassy, USAID, Directors and Staffers of the Ministry of Finance and Development Planning.

Financial Reporting Training for 65 Government Comptrollers, Accountants

Monrovia, Liberia -  A financial reporting training aimed at strengthening the capacities of comptrollers and accountants of government agencies got underway Wednesday, May 12, 2021, in Buchanan, Grand Bassa County.

Over 65 comptrollers and accountants from various agencies of government attend the three days capacity building training.

It is being organized by the Comptrollers and Accountants General Department at the Ministry of Finance and Development Planning, and under the theme: “Using the IFMIS free balance Platform to Generate Reports and Prepare Financial Statements”.

Making remarks at the opening session, the Director for Technical Services within the comptrollers and accountant general department, Dede D. Sandman said the issue of financial reporting has been regular activities at the ministry of finance through the comptrollers and accountant general office.

He said under the new PFMU amendment and restated law signed into handbill by the President in October 2019, mandates the comptroller and accounting department to request for timely financial reports from all accountants and comptrollers across ministries and agencies.

Brief on the Increase in GoL Debt Stock between December 2017 and March 2020

This brief has been necessitated by a misleading article authored by the former Minister of Finance and Development Planning, Mr. Boima Kamara, profiling Liberia’s debt situation and comparing debt performance before and after 2018. Mr. Kamara’s conclusions are fatally flawed and as a former minister, he was offered the opportunity to revise those conclusions to avoid the MFDP issuing a clarification, on the fact that he either may not have had the information that led to the faulty conclusions or did not discern the anomaly in the debt data. Mr. Kamara turned down the opportunity and asked the MFDP to issue the clarification.

In the 2019 edition of IBP’s Open Budget Survey, Liberia had a 6% increase compared to the 2017 results (link).

IMF Executive Board Approves US$ 50M for Liberia COVID-19 fight

Public Financial Management Unit (PFMU)

Public Financial Management Unit (PFMU): is tasked with providing centralized financial management functions for donor-funded projects in Liberia. The Unit receives payment requests from the Project Implementation Units (PIUs) and processes those payments on behalf of the implementation units.

The PFMU primarily carry out disbursement of donors funds in accordance with donor procedures and report accordingly

Mobile Money Unit (MMU)

Mobile Money Unit (MMU): is responsible for digital money storage, payments, and transfers of the government. The unit creates awareness and enrollment for civil servants and presidential appointees on the GoL mobile money platform.

The unit intends to drive the Liberian economy from cash-based to a cashless economy using the mobile money platform.

Technical Services Unit (TSU): is responsible for advising the CAG on all technical fiscal related matters, provides training, and assigned comptrollers across line ministries and agencies. Profile of the Comptroller and Accountant General (CAG)

Liberia’s Comptroller and Accountant General (CAG) is Atty. Janga Augustus Kowo. He is a seasoned public finance and accounting professional with progressive experience in Public Finance, Accounting, and Auditing spanning more than two decades. Based on his experience in Public Sector Accounting and Public Financial Management, His Excellency President George Manneh Weah appointed him to occupy the post of Comptroller and Accountant General of the Republic of Liberia. Atty. Kowo spearheads government accounting and treasury functions. He championed the reform that led to the establishment of the Comptroller and Accountant General’s Department of the Ministry of Finance and Development Planning under the Donor Supported Public Financial Management Reforms Initiatives of the Government of Liberia.

Atty. Kowo has worked in several capacities in Public Financial Management in Liberia. He served as Chief Financial Officer (CFO) of the Reformed General Auditing Commission (GAC) of Liberia, where his role included risk management, planning, budgeting, accounting, and financial reporting and audit support services among others. Under the direct supervision of the European Union recruited former Auditor General of Liberia, Atty. Janga A. Kowo led the Reorganization Team of the New General Auditing Commission of Liberia. In this role, he spearheaded the overall management of the first postwar recruitment and restructuring efforts of Liberia’s supreme audit institution.

Atty. Kowo served as a Financial Reporting Consultant of the World Bank Funded State-owned Enterprise (SOE) Unit where he worked to ensure that state-owned enterprises in Liberia follow public financial Management regulations and are also accountable to the Liberian people through the budget process.

The country’s Comptroller and Accountant General started his professional career at the Ministry of Finance and Development Planning in the mid-1990s. He served in several capacities at the former Ministry of Finance rising from a cadet to the position of Senior Supervisor in the Motor Vehicle Division, where he was responsible for supervising the collection of motor vehicle registration taxes for the then Department of Revenues at the erstwhile Ministry of Finance, Liberia.

The Comptroller and Accountant General have also contributed to the democratic development of Liberia through the administration of Transitional justice at the country’s Truth and Reconciliation Commission (TRC). At the TRC, Atty. Kowo served as the Deputy Coordinator for Montserrado County spearheading the collection and documentation of statements and records about the country’s civil conflict.

Department of Comptroller and Accountant General’s

The Comptroller and Accountant General’s Department (CAGD) was established in March 2020 with the passage of the Amended and Restated PFM Act (2019), which was signed by the President of the Republic, His Excellency Dr. George Manneh Weah. This critical reform, which has been in the making for years, was done under the Donor Supported Public Financial Management Reforms Initiative of the Government of Liberia (GoL).

The Department is responsible for government accounting and treasury functions in accordance with the Public Financial Management Act and Regulations (2009), along with its Amendment and Restatement (2019), and other enactments required by law. The CAGD is responsible for initiating, formulating, and coordinating policy for the management of public funds and assets. The Department receives, pays, safeguards, and reports on the receipt and usage of all public funds on behalf of the government.

The Comptroller and Accountant General (CAG) heads the Department and reports to the Minister of Finance. The CAG advises ministries and agencies to ensure the effective implementation of accounting instructions. In line with the International Public Sector Accounting Standards (IPSASs) and with a consultation with the Auditor-General, the Department produces treasury and accounting instructions outlining the basis, policies, classification systems, chart of accounts, and the reporting format to be used in accounting for public funds by all government institutions. The Department is also responsible for producing quarterly and annual reports on consolidated fund accounts, annual government agency accounts, and annual public accounts for the attention of the Minister of Finance and Auditor-General.

For performing the above functions, the Comptroller and Accountant General’s Department consists of the following units :1. Accounting Services Unit (ASU)2. Treasury Services Unit (TSU3. Government Begins Handshake Payment to2,154 Retired Employees: Package of US$1,216,850 Million to be disbursed to Retirees

Monrovia, Liberia - The Government of Liberia wishes to formally announce that since February 2020, approximately 2,154 employees from 14 entities of the Government of Liberia (GoL) were retired after reaching the age of retirement, consistent with the New Social Security Law of 2017. A program to honor the retired employees was planned for early April 2020 but had to be canceled due to the prevailing health emergency in the country.
