Profile of the Deputy Minister for Economic Management

Augustus J. Flomo works for the Government of Liberia as the Deputy Minister for Economic Management at the Ministry of Finance and Development Planning. His position covers managing the Aid Portfolio, Debt (domestics and external), Macroeconomic and Financial Policies of the government of Liberia. He has over 18 years experience in Economic Analysis, Fiscal Management & Accounting, Leadership, Training, Business Development and has actively participated in the political landscape of Liberia before his appointment to government in March 2018. 

Before March 2018, he served as Chief Executive Officer for GUSCEMAN, INC., a company he established with focus on Business Development & Support Services including business consulting, Training designs and deliveries of various kind; institutional capacity building, etc.

Before moving to his own company, he worked for several institutions including Cuttington University, United States African Development Foundation – WUDARBO Project, Agency for Economic Development and Empowerment and lastly for the International Executive Service Corps (IESC), a Washington DC based entity that was implementing the USAID Investing for Business Expansion (IBEX) project in Liberia just to name a few. He served IESC as the Deputy Chief of Party with oversight responsibilities of managing operations, designing and delivering capacity building programs for SMEs in the Liberian market and leading the sustainability component of the project; at the same time managing the technical team of business analysts and support staff. During his years of private sector work, he served as consultant for many institutions including: Cultivating New Frontiers in Agriculture (CNFA)/LADA Project, Winrock International Agriculture development program for Liberia and many others. He has over 18 years of cross sectorial experience in the private sector.

He holds an MBA in Finance with emphasis in investment. He is currently doing his Doctor of Business Administration and holds several certificates in Business Development, Financial Management, Grant and project management, Economic Development, and is a certified trainer.

He is a Rotarian, current Assistant Governor for District 9101 with oversight of Clubs in Liberia, Past President of Rotary Club of Sinkor and currently a member of the Rotary District 9101 Training team and participates in various Rotary training activities across 10 countries in West Africa.  Additionally, he is a Delegate of the Rotary Foundation Committee of D9101 in West Africa with oversight of all grant management issues for Liberia.

Profile of the Deputy Minister for Economic Management (2)

Dr. Mounir Siaplay is the first Deputy Minister for Economic Management at the newly formed Ministry of Finance and Development Planning, Republic of Liberia. As Deputy Minister, he serves as the principal advisor to the Government of Liberia on issues of economic policy and management that drive the Agenda for Transformation and Liberia’s Vision 2030. Prior to his appointment as Deputy Minister, Dr. Siaplay served as the Economic Advisor to the President of the Republic of Liberia, Her Excellency Mrs. Ellen Johnson-Sirleaf.

Dr. Siaplay also served as the Country Economist for the International Growth Centre (IGC) Programme in Liberia, jointly directed by the London School of Economics and Political Science and the University of Oxford. In this capacity, Dr. Siaplay contributed immensely to the creation and delivery of high quality policy and research outputs. These include policy briefs, research papers, synthesis papers and growth events for dissemination to policy makers and the wider audience.

On the academic front, Dr. Siaplay served as a lecturer at the Oklahoma State University and was teaching courses in Microeconomics, Managerial Economics, Money and Banking and Economics of Sport. He was also a research assistant at the North Dakota State University and the Oklahoma State University, working and publishing in peer reviewed journals on a range of topics which include: price volatility and hedging strategies in the wheat market; economics of food safety; the effects of social cash transfers on youth labor force participation and schooling; and the economics of dual citizenship.

Outside of academia, Dr. Siaplay worked as an insurance risk analyst for Blue Cross Blue Shield of North Dakota, freight bill analyst for Val Spar Corporation in Minnesota and as a summer intern banker for Affinity Plus Federal Credit Union in Minnesota.

Dr. Siaplay earned his Ph.D. in Economics from the Oklahoma State University, MSc. in Agribusiness and Applied Economics from the North Dakota State University and a B.A. in Economics and International Relations from the Concordia College. His research interests are: Development Economics and Applied Econometrics.

Profile of the Deputy Minister for Budget and Development Planning

Tanneh Geraldine Brunson, Deputy Minister for Budget and Development Planning, Ministry of Finance and Development Planning, Republic of Liberia. She is responsible for preparing the framework and implementation of the National Budget and providing guidance and support in preparing, implementing, monitoring and evaluating development plans, programs and projects. She brings to the job, significant experience in public financial management including the budget development and management policies, coordinating with all sectors, as well as, development partners on translating government plans into reality.

Career Highlights She’s currently leading a reform that seeks to promote gender equity and inclusive participation of vulnerable groups in the national development process .The Government’s focus is to make the public financial reforms and in particular, Gender Responsive Budgeting a tool for contributing towards inclusive growth. The aim is to ensure that allocation and expenditure of public finances are done in a gender responsive manner so that budget becomes a redistributive means to address entrenched gender-specific inequalities. To that effect she has galvanized general consensus for integrating the gender responsive budgeting (GRPB) process as part of the overall public financial reforms initiative.

As Deputy Minister for Budget and Development Planning, she alone with her technical team was able to lead on the institutionalization of Decentralization at the county level. This framework is a mechanism to ensure budgetary and financial management processes are implemented in the local government structure. As the result of these engagements, county service centers are now setup in all fifteen counties.

Later, as Coordinator of the Medium Term Expenditure Framework (MTEF) Secretariat, she coordinated the establishment and management of a new MTFE budget process and redirected resources to ensure that the budget serves as a key policy tool to implement Government’s economic and development priorities.She gained valuable experience working in the public sector (human services) for fifteen years in several management positions, including Department of Health and Human Resources for the Montgomery County Government and the Government of the State of Maryland, USA. There, she evaluated Federal, State and Local Governments subsidy program operations to assess integrity and quality, formulated policies, interpreted regulations and procedures for implementation.

Liberia: Konneh Reports On Ebola Trust Fund for October

MoF Dispels Malacious Rumor About Minister

amkspeaksThe Ministry of Finance and Development Planning wishes to dispel a very malicious and unfounded rumor circulating, that Minister Amara Konneh was tested and diagnosed positive of the deadly Ebola virus and currently in quarantine.
 
This rumor is untrue and has already been dismissed by authorities of the Ministry of Health and Social Welfare in Liberia. The Ministry insists that neither the Minister nor any Ministry officials have been quarantined, as being falsely rumored.

amkpicIn the wake of the rapid spread of the deadly Ebola virus and the recent untimely death of Mr. Patrick Sawyer, Coordinator of the ECOWAS National Unit at the Ministry of Finance and Development Planning, having contracted the virus, the Ministry wishes to announce the following measures to ensure public safety and instill confidence in users of services at the Ministry.
 
At the very highest level of the Ministry, all senior officials coming in direct or indirect contact with Mr. Sawyer have been placed on the prescribed 21 days observatory surveillance period starting July 20th, the day Mr. Sawyer departed the country for Nigeria.

APRM gets new Interim CEO, as Organizational Restructuring Continues

aprmmeetingMonrovia July 7, 2014 – Dr. Ibrahim Assane Mayaki, former Prime Minister of Niger and Chief Executive Officer of the NEPAD Agency, was on Friday, July 4th, 2014 installed as Interim Chief Executive Officer of the African Peer Review Mechanism (APRM) Secretariat, succeeding Mr. Assefa Shifa who held the post ad interim since 2008.

 

Presiding over the handover ceremony was Hon. Amara M. Konneh, Liberia’s Acting Minister of Finance and Development Planning and Chair of the Committee of APRM Focal Points, which directs the administration of the Mechanism.

President Sirleaf Urges EBID to Open up Capital Portfolio to Non-Regional and Institutional Investors

pressirleaf thPresident Ellen Johnson Sirleaf is calling on the Board of Governors of the ECOWAS Bank for Investment and Development (EBID) to open up capital portfolio to non-regional members and other institutional investors in the face of the slow payments of capital by regional members.

“The admission of non-regional members will enable EBID to contribute to the economic and social development of Member States through low interest loans,” the Liberian leader suggested adding, “With a larger membership, the Bank will be endowed with greater expertise, and the credibility of its partners would allow it to have access to the markets of non-regional Member States.”

EBID Convenes for the 12th Ordinary Meeting of its Board of Governors

"Liberia Is Not Doomed" - MoF Debunks Newspaper Report

The Ministry of Finance is gravely concerned and disappointed with the New Republic Newspaper’s Tuesday, May 27, 2014 publication captioned: ‘’Liberia’s is doomed”, in which the paper attributed its story to Finance Minister Amara Konneh, suggesting that the Liberian economy was doomed.

The Ministry wants to state emphatically that at no time did Finance Minister Amara Konneh make such statement to the effect that the country was doomed due to the absence of new economic policy that will rescue the perishing and vulnerable economy in the country.

amk-at-sprigFinance Minister Amara Konneh and delegation at the ongoing Spring Meetings of the World Bank and International Monetary Fund have held constructive country-level discussions with the Bank’s Vice President for Africa Maktar Diop on support for the Liberia’s development agenda, the Agenda for Transformation (AfT). 

The meeting with Mr. Diop, former Finance and Economy Minister of Senegal, centered on addressing bottlenecks affecting Liberia’s portfolio performance and disbursement rate under the International Development Association (IDA) financing arrangement on key projects, including support to the health sector, direct budget support and financing of the Red Light to Ganta-Guinea Border Road Project.

The MFDP is headed by a Minister, appointed by the President, with the consent of the Senate. As administrative head of the MFDP, the Minister provides broad strategic and policy direction for the running of the institution. The Minister is further charged with formulating, institutionalizing and administering economic, development planning, fiscal and tax policies.

The office of the Minister also oversees a number of core administrative units including Legal and Internal Audit. In addition, the office also has oversight over some specialized units including the Public Finance Management Reform Unit, the EU Authorizing Office and the ECOWAS National Unit.

Profile of the Minister

Honorable Samuel D. Tweah, Jr., was born on May 6, 1971 unto the union of Mr. Samuel D. Tweah and Mrs. Mary Datiloh Williams, respectively of Matuken and Doloken, Maryland County. Young D-Tweah, as he is affectionately known, had a Christian upbringing under the guidance of his prayerful mother, who worked at the John F. Kennedy Memorial hospital for 23 years before her retirement. His father worked as a mechanic at the Jos Hansen Garage, formerly located in the Waterside area.

EducationSamuel D. Tweah, Jr. is a proud product of public education. As a resident of the Bong Mines Bridge community in the early 80s, he attended the William V. S. Tubman Elementary School located in Point Four, Bushrod Island, before departing for Bomi Hills (now Bomi County) where he had brief stints at private education at the St. Paul Episcopal Elementary School and the more famous St. Dominic’s Catholic School. D. Tweah completed middle school at the G. W. Gibson Jr. High School (now a high school) before enrolling at the William V. S. Tubman High School, where he graduated as valedictorian in 1993.

In 1995 Hon. Tweah was among the first group of students to gain admission at the University of Liberia, five years after the onset of the Liberian civil conflict. At the UL, he read economics and mathematics, graduating magna cum laude in 2001. In 2009, he obtained a Master’s degree in economics from George Washington University, in Washington D. C., United States.

Professional CareerPrior to and during graduate school, Mr. Tweah began his formal work experience in Minnesota, United States, variously working for U.S. Bank, Citi-Financial Auto, a subsidiary of Citi-Group; B. F. Saul Company in Bethesda, Maryland and MBA Management in Chantilly, Virginia.

Department of Budget and Development Planning

The Department of Budget and Development Planning is responsible for preparing, framing and implementing the annual budget, as well as undertaking fiscal consolidation, monitoring the budgetary position and engaging with the Legislative Budget Office (LBO) for legislative approval of the Budget.

The Department also assists with preparing development plans and providing guidance to all government agencies for preparing development programs and projects, as well as implementation and monitoring.

The Department is also responsible to advise on the allocation of resources to line ministries and agencies for the implementation of development programs and projects. It has oversight for monitoring and evaluating government’s overall development agenda and liaising with Ministries and Agencies (M&As) as well as donor partners to maximize adherence to development plans. Working with sector agencies, the Department is also responsible to appraise and approve all public investment proposals of the line ministries. In short, the Department is effectively the voice of development within government.
