Liberia Welcomes MCC Delegation to Strengthen Partnership and Explore Prospects for Second Compact

Monrovia, Liberia – The Government of Liberia has warmly welcomed a high-level delegation from the United States Government’s Millennium Challenge Corporation (MCC), led by Madam Carrie Monahan, Managing Director for Africa. The delegation arrived in Liberia to strengthen longstanding development ties and begin key preparations for the upcoming December MCC Board meeting, where Liberia will be considered for a potential second compact.

Welcoming the delegation at the Roberts International Airport, Liberia’s Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, extended greetings on behalf of President Joseph Nyumah Boakai, Vice President Jeremiah Koon, and the Liberian people, the direct beneficiaries of MCC support.

“We want to welcome you wholeheartedly to Liberia,” Minister Ngafuan said. “Your first compact support brought transformative change, particularly the rehabilitation of the Mount Coffee Hydropower Plant—the single largest source of power in Liberia today. Development unites us as a nation, regardless of tribe, religion, or political affiliation. We are committed to working with all stakeholders to ensure that Liberia continues to progress.”

He reaffirmed the Government’s readiness to provide full cooperation to the MCC mission, emphasizing the administration’s determination to take the right actions that will strengthen Liberia’s case for the second compact.

Speaking at the ceremony, Madam Monahan expressed appreciation for Liberia’s partnership with MCC and her joy in returning to the country, having worked on the first compact in 2013.

“We recognize the government and people of Liberia as strong partners,” Madam Monahan said. “The U.S. is proud of the progress and partnership developed through the first compact, and we look forward to building on that success.”

The MCC delegation’s visit will focus on conducting a constraints-to-economic-growth analysis, a critical step in identifying priority sectors for future investment. The team will engage government officials, private sector representatives, civil society, and the diplomatic corps to ensure a broad and inclusive process.

The second compact, if approved, will target key areas with significant growth opportunities, creating benefits for the Liberian people while also fostering stronger U.S.–Liberia trade and investment ties.

Liberia’s first MCC compact, implemented from 2016 to 2021 with a grant of $257 million, delivered transformative results, including the rehabilitation of the Mount Coffee Hydropower Plant, strengthening of the Liberia Electricity Corporation (LEC), and advancing reforms to promote transparency and accountability in governance.

Minister Ngafuan concluded by thanking MCC and the U.S. Government for their continued support: “The more we can do for our people, the stronger our unity as a nation. Liberia remains fully committed to this partnership and to building a brighter future together.”
