Comptroller and Accountant-General Undertakes New Rotation of Comptrollers Across Government

Monrovia, Liberia – The Office of the Comptroller and Accountant-General has commenced another round of rotations of comptrollers across government ministries and agencies.

This exercise is part of ongoing efforts to strengthen financial oversight, accountability, and professional standards in public financial management, in line with the Amended and Restated Public Financial Management (PFM) Law of 2009.

Under Section 12.3 of the Law, “There should continue to be an accounting class within the public service to which all accounting staff in the service shall belong and of which the Comptroller and Accountant-General shall be head in addition to being head of department within the ministry.”

Furthermore, Section 12.4 provides that “The Comptroller and Accountant-General may station in any ministry or agency of government any person employed in his/her office to enable the Comptroller and Accountant-General to more effectively carry out his or her functions under this Act or any other enactment, and such ministry or agency of government shall provide the necessary office accommodation for any person so stationed.”

By exercising this mandate, the Comptroller and Accountant-General is ensuring greater independence of accounting staff, reducing risks of undue familiarity within institutions, and promoting consistency in the application of financial management rules and procedures

A similar round of rotations took place in July 2024, reflecting the Office’s continued commitment to reforming Liberia’s financial management systems in line with best practices.
