The Public Financial Management Reforms Coordination Unit (RCU), was established within the Ministry of Finance and Development Planning in 2010. The core mandate of the RCU is to facilitate coordination in implementing Government public financial management (PFM) reform agenda, ensuring the highest level of impact and promoting strong Government leadership and ownership of the priorities and outputs (outcomes) of the reform program.

The RCU serves as the Secretariat to the PFM Steering Committee (SC). The SC is the structure responsible for oversight over the reform program. It meets quarterly and is chaired by the Minister of Finance and Development Planning. As the Secretariat, the role of RCU is to report to the SC on the progress of implementation of the PFM program to enable it provide strategic policy direction and decision making role, pertaining to the reforms.

What we do

- Prepare quarterly and annual reports on the execution of the PFM Reform Strategy and Action Plan
- Update the PFM policy monitoring framework (PFM matrix) - Work with component leads/thematic leads in guiding the implementation of the PFM program
- Provide quarterly Briefs to the PFM Steering Committee
- Evaluate proposal for financing emanating from PFM components
-Liaise with Development Partners on program financing
-Attend sessions of Development Partners on PFM related issue- Consolidate annual work plans and budgets of the components for clearance by the Steering Committee
-Program management of the Integrated Public Financial Management Reform Project (IPFMRP)
-Liaise regularly with the World Bank and African Development Bank for clearances on financing activities under the IPFMRP
-Facilitates PFM donor coordination
- Follow-up with components on the implementation of SC actions
- Generate working documents and any other technical document required for the review, deliberation and approval of the SC

RCU coordinating with Development partners

The RCU facilitates both technical and policy dialogue between the Government and its Development Partners (DPs) on PFM reforms. The DPs are provided with information to support their own decisions making processes in determining their intervention and are kept informed about the progress in implementing the reforms.


RCU working with thematic areas/components

The RCU supports the components in implementing their activities and facilitates coordination between the components and with Development Partners, as well as reporting to the SC. In relations to the components, the RCU undertakes the following functions:
- Guidance on the setting-up of coordination structures
- Guidance on development of proposals for financing and resource mobilization
- Procurement with respect to approved plans consistent with guidelines underpinning the IPFMRP
- Guidance in the annual preparation of work plans and subsequent reporting thereof
.- Undertake procurement planning based on work plans and ensure timely delivery of inputs (including TA) to thematic areas

Quality Control

The RCU implements a quality control process in relation to mobilizing program inputs, and in implementing and reporting on program activities. In doing so, the RCU:
- Establish and provide guidance on the program monitoring framework
- Review and guide on the quality of planning, designing and delivering program outputs to maximize their impact on the objectives
- Appraise and advise themes and the SC on sequencing of reforms and activities in order to maximize impact and sustainability
- Establish procedures to promote greater ownership and sustainability of reform activities by Government
- Advise on the designing of and managing technical assistance ensuring it is relevant, appropriate, and effective. Technology and skills transfer are key focus of this function
- Coordinate program reviews and evaluations
