Institutions that benefited from the Act included the Financial Intelligence Unit (FIU), the Internal Audit Agency (IAA), and the National Elections Commission (NEC).

In separate remarks, the Coordinator of the RCU on behalf of the Minister of Finance and Development Planning, Hon. Samuel D. Tweah Jr. thanked the various integrity institutions for responding to their request to distribute copies of the Amendment and Restatement of the PFM Act of 2019.
Dr. Munyeneh told the heads of the various institutions that the Act governs all matters related to the management of the public finances of the Republic of Liberia. It lays out the fundamental procedures, adoption, execution, and final accounts of the national budget and related matters including internal control, accounting, and auditing of public finances, assets as well as all the arrangements for public debt and government guarantees.
He noted that the Ministry of Finance and Development Planning was certainly hopeful that each institution will use the PFM Act as a reference in conducting their fiduciary responsibilities as in enshrined in the Act establishing their institutions and also the rules of engagements in the PFM Act so as to ensure transparency and probity in the administration of their work.
