Monrovia, Liberia – Some officials of implementing Ministries, Agencies and Commissions of the Governance Reform and Accountability Transformation (GREAT) Project, are out of the country for a two-week high-level study tour to Rwanda and Kenya, running from September 8 to 19, 2025. 
 
The Governance Reform and Accountability Transformation (GREAT) Project is a flagship initiative of the Government of Liberia, supported by the World Bank. 
 
It aims to improve public sector effectiveness through institutional reform, enhanced accountability, and digital transformation.
 
The study tour is a critical step in Liberia’s ongoing efforts to modernize governance systems, digitize public services, and enhance service delivery at the local level.
 
The delegation is led by the Deputy Minister for Research and Development Planning at the Ministry of Internal Affairs (MIA) Hon. Edward K. Mulbah and includes senior officials from key government institutions including the Ministry of Internal Affairs (including County Service Centers’ Coordinators), Liberia Revenue Authority (LRA), National Identification Registry (NIR) and the Ministry of Finance and Development Planning (MFDP).
 
The primary objective of the study tour is to engage with Rwandan and Kenyan counterparts to learn from their success stories and innovations in the thematic areas of Digital public service delivery – including one-stop service models like Kenya’s Huduma Centers and Rwanda’s e-government platform Irembo, Data governance and infrastructure – exploring national data centers, interoperability frameworks, and cybersecurity protocols, Institutional frameworks for decentralized and integrated service delivery and Citizen engagement, change management, and sustainability mechanisms in public sector reform
 
According to a dispatch from Kigali, the mission will strengthen Liberia’s efforts to revitalize County Service Centers and digitize public services nationwide, in line with the objectives of the GREAT Project and the Government’s ARREST Agenda
